
In the World Bank's ranking of conditions for doing business in 2017, the Russian Federation ranks 40th among 190 countries. At the same time, the country is in 26th place in procedures related to starting a business (11 points higher than in the 2016 ranking), in 9th place in the procedure for registering property rights, and in 12th place in enforcing contracts.

Over the past years, reforms have been carried out in Russia to improve the conditions for business activity in almost all areas of legislation, including civil, corporate, tax, customs and currency. In particular, fundamental changes have been made to the Civil Code of the Russian Federation to ensure the ability to carry out mergers and acquisitions and implement investment projects under Russian law in accordance with the most common practices prevailing in other jurisdictions. Over the past year, changes have been made to the legislation in order to simplify the procedure for state registration of individual entrepreneurs and approval of major transactions and interested party transactions. In addition, with the adoption of the Federal Law of December 29, 2015 No. 382-FZ “On Arbitration (Arbitration Proceedings) in the Russian Federation” and amendments to the Arbitration Procedural Code of the Russian Federation, a reform of arbitration courts was carried out and the possibility of submitting corporate disputes to them was provided for.
