Mekan Bashimov is a Counsel at GRATA International Turkmenistan. Mekan brings over 10 years of experience in tax, finance, and business analysis, having developed deep expertise across industries such as public infrastructure, construction, automotive, and petroleum. With an MBA in Finance, Mekan has worked with multinational petroleum companies under profit-sharing agreements, demonstrating his ability to navigate and advise on complex tax structuring and compliance projects.
Currently, Mekan is pursuing the Canadian CPA designation to further enhance his professional qualifications.

- Advised tax structuring services for USD 3.4 billion South Yoleten Natural Gas Field Development Project;
- Provided project tax planning services for Korean and Japanese investors in the construction of Kiyanly Polyethylene and Polypropylene Production Complex, Mary Ammonia and Urea Plant, Bakharly Cement Plant, and Abadan Rock-Wool Plant;
- Conducted tax compliance review of the multibillion construction projects: 1,574 MW Mary-3 Combined Cycle Power Plant, 254 MW Watan Simple Cycle Power Plant as well as modernization of Ashgabat electricity transmission and distribution powerlines;
- Acted as a tax expert and assisted in preparation of defense evidences and reviews for ICSID International Arbitration cases in close cooperation with the international law firms.
