The official registration of an international technical assistance (ITA) project is mandatory for its lawful implementation in Ukraine. It enables the project to benefit from tax and customs exemptions, engage foreign experts, conclude contracts, reserve staff, open bank accounts, and perform other activities essential for project implementation.
According to Cabinet of Ministers Resolution No. 153, the registration is carried out by the Secretariat of the Cabinet of Ministers of Ukraine. The approximate timeframe for review is up to 10 working days from the submission date of the complete document package. However, during the review process, the Secretariat may request additional data or clarifications.
To register a project, the following documents must be submitted: an application from the recipient, a letter of support from the Ukrainian beneficiary, a copy of the agreement with the donor (development partner), the procurement plan, and a document confirming alignment of objectives between the parties (such as a technical assignment, memorandum, partnership agreement, or activity plan). Ukrainian translations must accompany foreign documents. All documents must be consistent in content and form – discrepancies in party names, dates, or formulations may lead to delays or rejection of the application.
Different project stakeholders may submit documents as a single package or separately, provided such actions are coordinated in advance. If the application is approved, the applicant receives a project registration card. From that moment, the project is considered officially registered and entitled to benefit from applicable privileges.
Common errors in practice include an incorrectly prepared letter of support (e.g., lacking a proper reference to the Association Agreement or other required elements), inconsistencies between the agreement and project description, inaccurate formulations and improper designation of subcontractors in the procurement plan, non-compliance of the intent document with the requirements of Resolution No. 153, translation errors, or an incomplete set of documents.
