Submitted applications (orders) are reviewed by a state body issuing the special permit to verify the accuracy of the information provided and determine compliance with export control rules. The state body that issued the special permit also carries out relevant inspections after the issuance of the permit. In the absence of deficiencies or grounds for refusal, the special permit must be issued within 15 days from filing of the application. If the application for a special permit is rejected, the issuing body must provide a written decision within ten days, indicating the reasons for refusal.
The term of the special permit depends on the authorised transaction, but cannot exceed one year. Applications for extensions of special permits are subject to the same procedure as described above.
