Review. Update of the List of Imported Goods for Which VAT Is Paid by the Offset Method

The Ministry of National Economy published Order No. 31 dated March 31, 2022, which amends the list of imported goods for which value added tax is paid using the offset method.

The order is effective retrospectively and applies to legal relations arising from January 1, 2022.

According to the changes made, the following items are excluded from the list of imported goods:

  • pesticides;
  • breeding animals of all kinds;
  • equipment for artificial insemination;
  • live cattle.

Individual items of goods have also been adjusted at the level of codes of the commodity nomenclature of foreign economic activity in order to bring the list of goods in accordance with the provisions of the Tax Code, leaving only those goods and equipment whose production is completely absent in Kazakhstan.
