Tariff quotas for imported goods are introduced in Uzbekistan

The Resolution of the Cabinet of Ministers No.728 dated December 2, 2021 approved the Regulation on the procedure for the application of tariff quotas in relation to imported goods (the “Regulation on the application of tariff quotas”).

In accordance with the Regulation on the application of tariff quotas, a tariff quota is a regulatory measure that provides for the application of reduced rates of customs duties on import during a certain period of importation of certain types of goods into the customs territory of the Republic of Uzbekistan in comparison with the rates of customs duties established for goods imported in a certain amount, and in case of exceeding the specified amount – the application of the current rates of customs duties on import.

At the same time, the volume of the tariff quota:

  • is determined by the quantity of goods within the allocated tariff quota;
  • is distributed among importers in accordance with the decision of the authorized body, except for cases for which a different procedure is established by international treaties of the Republic of Uzbekistan;
  • is based on equality in obtaining a tariff quota, and is also carried out without discrimination, depending on the organizational and legal form, place of registration or market position.

It is also necessary to note that in order to apply tariff quotas, an economic entity needs to apply to the Ministry of Investments and Foreign Trade with an application. There is no fee for processing the application.

The final conclusion on the establishment / non-establishment of tariff quotas, terms, customs rates is taken by the Cabinet of Ministers of the Republic of Uzbekistan.
