Extension of special quarantine regime and softening of some restrictions in Azerbaijan

The Decision #163 of the Cabinet of Ministers of the Republic of Azerbaijan dated May 01, 2020 defines an extension of the special quarantine regime in the territory of Azerbaijan and removal of some restrictions applied in connection with this regime.

Under this decision, the special quarantine regime in the country has been extended until May 31, 2020.

Softening of restrictions, effective as of May 04, 2020, will be carried out in stages in Baku, Sumgayit, Ganja, Lankaran cities, Absheron region and in other regions and cities of Azerbaijan, and in the Nakhchivan Autonomous Republic.

Baku, Sumgayit, Ganja, Lankaran cities and Absheron region

The following activities shall be restored from May 04, 2020:

-       The activities of an approved number of employees of state bodies (the number of employees of state bodies whose activity is being restored will be determined by a relevant decision of the Cabinet of Ministers of the Republic of Azerbaijan);

 

-       “DOST” centers are to resume their activities in the areas of targeted social assistance and issuance of social bank cards in their respective territories;

 

-       Restoring activities of legal entities and individuals providing work and services to other business entities in various fields, the activities of which were restricted during the special quarantine regime;

 

-       Activities of individual trade facilities in all areas;

 

-       Restoring activities of barbershops, beauty salons and cosmetic services.

 

In these cities and region, the movement of individuals working in areas where restrictions have been lifted is allowed after the employer enters the relevant information into the portal "icaze.e-gov.az" by using an electronic signature.

 

Softening of restrictions

The following measures shall be implemented from May 04, 2020:

-       Cancellation of the system of leaving the place of residence with the permission of an SMS, by registering on the portal "icaze.e-gov.az", on the basis of a service card or a certificate of employment

 

-       Restoring activities of "DOST" centers in in the areas of providing targeted social assistance and issuance of social bank cards in their respective territories;

 

-       Restoring activities of full number of employees of state bodies;

 

-       Restoring activities of on-site services to customers in restaurants, cafes and tea houses (except for the use of hookah equipment in public catering facilities);

 

-       Lifting restrictions on access to boulevards, parks and recreation areas;

 

-       Restoring inter-district and inter-city traffic in the mentioned areas (except for public transport services);

 

-       Restoring activities of legal entities and individuals providing work and services to other business entities in various fields, the activities of which were restricted during the special quarantine regime;

 

-       Restoring activities of individual trade facilities in all areas;

 

-       Restoring activities of barbershops, beauty salons and cosmetic services.

 

The Decision #163 of the Cabinet of Ministers and the information released by the Task Force under the Cabinet of Ministers defines the following measures:

  • It is prohibited to gather in groups of more than 10 people in public places, boulevards and parks, as well as in public catering facilities throughout the country.
  • Suspension of the teaching and learning process in all educational institutions of the country is extended until May 31, 2020.
  • Restrictions on entry and exit at the state border of the Republic of Azerbaijan are extended until May 31, 2020.
