Local producers will be granted priority in public procurement

In accordance with the Resolution of the President of the Republic of Uzbekistan “On additional measures for support of domestic manufacturers” dated 21 August 2020, a mechanism of temporary bans and restrictions on goods, products, works and services provided by foreign persons is going to be introduced from 1 November 2020.

The Resolution envisages the provision of preferences for local goods in the amount of 15%. Moreover, if more than two representatives from Uzbekistan participate in the tender, then only their goods will be subject of the tender. In addition, the separate procedures for the procurement of goods (works, services) for business entities and enterprises of strategic importance will be canceled from 1 January 2021.

The goods, products, works and services provided by foreigners which are subject to the prohibitions and restrictions in access to public procurement is defined by the Cabinet of Ministers on the basis of:

  • joint proposals of the Ministry of Economic Development and Poverty Reduction, the Ministry of Investment and Foreign Trade, the Ministry of Finance and the Chamber of Commerce and Industry, coordinated with the Council of Ministers of the Republic of Karakalpakstan, Khokimiyats of regions and the city of Tashkent;
  • data on goods (works, services) and their manufacturers, posted on the electronic cooperation portal of the Ministry of Economic Development and Poverty Reduction (cooperation.uz) and having the appropriate certificates.
