Introduction of a trigger measure for certain types of clothing from Vietnam

Currently, an Agreement on a free trade zone between Vietnam and the EAEU countries has been signed. Article 2.10 of the Agreement provides that the EAEU may apply a trigger safeguard measure in the form of a customs duty equal to the most-favored-nation customs duty rate.

On August 7, 2021, the decision of the EEC Board on the introduction of a trigger safeguard measure for the following groups of goods from Vietnam shall come into force:

  • certain types of women's clothing and clothing for girls, classified by codes 6104 41 000 0, 6104 42 000 0, 6104 43 000 0, 6104 44 000 0, 6104 49 000 0, 6204 41 000 0, 6204 42 000 0, 6204 43 000 0, 6204 44 000 0, 6204 49 100 0 and 6204 49 900 0 HS code;
  • certain types of knitwear in commodity item 6110 of the Customs Code of the EAEU.

This measure will be valid for 6 months in the form of an import customs duty, the type and amount of which correspond to the type and size of the import customs duty rate of the Unified Customs Tariff of the EAEU applied to these goods.
