Information for entities involved in retail sales of non-tobacco nicotine products and e-smoking system liquids

From July 1, 2023, legal entities and individual entrepreneurs must obtain a license for retail sales of nicotine products and e-smoking system liquids. This requirement applies to both existing and newly established companies.

However, there is an exception if an entity has a license for retail sales of alcohol and (or) tobacco products with the indication "retail sales of tobacco products" as of January 1, 2023. It should notify the Ministry of Antimonopoly Regulation and Trade of Belarus by July 1, 2023.

For reference: the licensing authority is the Minsk City Executive Committee, district and city executive committees at the location of the legal entity or individual entrepreneur.

This requirement was entered into force on January 1, 2023, by the Law on Licensing, which recognises the retail sales of on-tobacco nicotine products and e-smoking system liquids as a licensed activity.
