Improving the electronic public procurement system in Uzbekistan

In order to increase the efficiency of the public procurement system through the use of modern information technologies in the public procurement process and to ensure the openness and transparency of the system, at the initiative of the Ministry of Finance, amendments and additions were made to some regulatory legal acts regulating the public procurement system.

Thus, in accordance with the Decree of the President of the Republic of Uzbekistan No.4678 dated April 15, 2020, some acts of the President of the Republic of Uzbekistan were amended and supplemented. These changes and additions are aimed at optimizing the process of implementing investment projects, creating an environment that increases the responsibility of State customers, as well as reducing bureaucratic obstacles.

Moreover, on April 13, 2020, amendments and additions were registered to the Regulation “On the procedure for organizing and conducting procurement procedures” No.3016-3, as well as the Regulation “On the activities of the operator of the special information portal regarding the organization and conduct of public procurement” No.3015-2 introducing and regulating the electronic system of public procurement and tenders.
