From October 18, there is an obligation to fully digitalise procurements of value exceeding the EU thresholds i.e. such amounts in public procurements, from which there is an obligation to apply a stricter procedure. About 18 percent of all tenders will be conducted on-line. Communication between the contracting authority and the contractor, including the submission of offers and requests for admission to participation in a tender exceeding the EU thresholds, may only take place via the Internet. This requirement has been introduced by the EU Directive 2014/24/EU. This means that all documents must be in electronic form - in accordance with the regulation on electronic communication means - and before being sent to the contracting authority they must be supplemented with a qualified e-signature.
