Tatyana Popovkina is a Senior Associate of GRATA International. She is experienced in Banking and Finance, Corporate Law, Intellectual Law, International Public Law and PPP.

Tatyana has assisted in advising international financial institutions and international corporations on cross-border financing, equity investment, subordinated loans, covered bonds and security under Uzbek law. She assisted a foreign investment fund in equity finance project involving a local commercial bank. Tatyana has valid experience in assistance of establishment of legal presence of a US based NGOs in Uzbekistan. She has been actively involved with ADB in supporting regulatory reform on different Uzbek law matters in the area of PPP finance.

Tatyana is admitted to practice since 2017. She is fluent in English and Russian.

Experience
  • Advising ADB and the PPP Development Agency of Uzbekistan on development of the Uzbekistan PPP Program including, but not limited to, the development of the template agreements and template PPP tender documentation for different sectors of economy (e.g. healthcare, tourism, education and etc), as well as supporting the development of the regulatory and institutional framework. As a part of the Project advised PPP Development Agency of Uzbekistan on drafting PPP Law;
  • Advising EBRD on Uzbek law matters of providing the first loan in UZS to a leading local manufacturer and trader of disposable medical goods establishing a new production facility for manufacturing disposable medical gloves, as well as preparing security documentation and Legal Opinion;
  • Assisting leading US international education NGO in the first successful registration of the Representative Office in Uzbekistan in more than a decade;
  • Assisting global humanitarian NGO in successful registration of the Branch Office in Uzbekistan;
  • Advising a leading Swiss investment fund on equity investment of leading local private bank;
  • Advising IFC on drafting Power Purchase Agreement and Government Support Agreement construed on the principles of PPP on the construction of solar photovoltaic station with a capacity of 100 MW in Uzbekistan in the Navoi region;
  • Handling litigation matters and preparing accompanying legal instruments of the leading pharmaceutical Ukrainian company in Tashkent Administrative Court;
  • Advised EBRD, IFC, FMO, PROPARCO, CEXIM, CDB and other international financial institutions on numerous banking and project finance transactions in Uzbekistan.
