The President of Kazakhstan Outlined the Next Steps for the Development of Alatau City
On October 28, 2026, in the State of the Nation Address entitled “Kazakhstan’s Current Priorities in a New Historical Cycle”, President of the Republic of Kazakhstan Kassym-Jomart Tokayev outlined further steps for the development of Alatau City aimed at creating favorable conditions for attracting investment and conducting business activities.
The establishment of a special judicial system in Alatau City, designed to ensure high-quality administration of justice, is a relevant topic. Provision is made for the creation of (i) an Investment Court, which will hear commercial cases under the English common law model, and (ii) a Civil Court, which will have jurisdiction over all other matters related to the city's special legal regime. The Government was instructed to submit the relevant amendments to Constitutional Law of the Republic of Kazakhstan No. 286-VIII “On the Special Legal Regime of Alatau City” dated May 8, 2026, to the Kurultai for consideration by the end of January 2027.
The President also noted the need to significantly expand the capacity of the capital market, encourage private enterprises to make active use of stock exchange instruments, mobilize additional sources of financing, and strengthen investment discipline. The relevant mechanisms must be provided for in the Law on the Capital Market currently being drafted.
Furthermore, the President emphasized the need to establish a unified national financial ecosystem involving a close partnership among the Kazakhstan Stock Exchange (KASE), the Astana International Financial Centre (AIFC), and Alatau City. The National Bank of the Republic of Kazakhstan and the Government were instructed to develop a unified strategy for the development of Kazakhstan's financial market.
