Mining Regulations of Kazakhstan, Mongolia and Uzbekistan: obtaining a new exploration license, royalty fee and incentives for investors

On 9 October 2026, GRATA International successfully organized a webinar entitled “Mining Regulations of Kazakhstan, Mongolia and Uzbekistan: obtaining a new exploration license, royalty fee and incentives for investors.” The event brought together, both in person and online, legal professionals, legal advisers and representatives from more than 20 domestic and foreign-invested mining companies and law firms.

During the webinar, Bolormaa Volodya, Partner at GRATA International’s Mongolia office, introduced the firm and its international network. The substantive presentations were delivered by Yerbolat Yerkebulanov, Partner at GRATA International’s Kazakhstan office; Javokhir Urinov, Senior Associate at the Uzbekistan office; and Kherlenchimeg Soyolkhuu, Senior Associate at the Mongolia office. Each speaker addressed key aspects of the legal and regulatory frameworks governing the mining sector in their respective jurisdictions, including licensing procedures, royalty payments, and incentives available to investors. The presentations were followed by an interactive discussion, during which the speakers addressed participants’ questions and exchanged practical insights and experience.

The webinar also explored anticipated amendments to the Minerals Law of Mongolia, as well as new regulatory developments arising from amendments to the Law on Economic Freedom and the Investment Law. Particular attention was given to the potential implications of these legislative developments for mining operations and the investment climate in Mongolia, making this one of the event's key highlights.
