Mr. Jabborov is admitted to practice in Uzbekistan since 2000. Mr. Jabborov has considerable knowledge and experience in areas of natural resources and infrastructure development.  Mr. Jabborov has acted for leading global multinational companies and international financial institutions advising on a variety of regulatory issues pertaining to natural resources, equity investment and other similar matters from the perspective of Uzbek law. His current workload also includes subsoil law, with particular emphasis on mining, oil and gas upstream/downstream operations, and M&A transactions.

Experience
  • Advising the World’s leading natural resources company in drafting and negotiations of an Exploration Agreement and Production Sharing Agreement with the Uzbekistan Government. Assistance with licensing and permitting matters, including obtaining the land allotment.
  • Advising on Uzbek law licensing and permitting matters in a major US4.0bn oil and gas project finance transaction aiming to support upstream and downstream capacity under Surgil Gas Chemicals Project.
  • Advising the World’s second largest mining company on prospecting and exploration operations for copper and porphyry deposits.
  • Advising the large Japanese and Korean engineering companies with respect to licensing and permitting requirements for EPC contractors for modernization of Talimarjan thermal power station.
  • Advising large French company in negotiations with the Uzbek Government on obtaining an exploration license and construction of US$500 million cement plant in Uzbekistan.
  • Advising and acting for the sponsors’ consortium consisting of a major Malaysian national petroleum corporation and a South-African private corporation on Investment Agreement with Uzbekistan Government, Joint Venture Agreement with Uzbekneftegaz, and bankability aspects for construction, maintenance, and operation of the GTL Plant in worth US$ 3,5 bln.
  • Advising a Gulf-Region carbon investment fund on Uzbekistan CDM laws and regulations, taxation and public procurement matters and assisting in drafting the Emission Reductions Purchase Agreement and Project Development Agreement In Relation To The Low-Pressure Gas Distribution Network In The Ferghana Valley Region of Uzbekistan with Uzbekneftegaz and Uzbekistan Government.
  • Advising a large American (Fortune 100) company in drafting and negotiations of a Joint Venture Agreement with the National Holding Company “Uzbekneftegaz” on establishment in Free Industrial Economic Zone “Navoi” a joint venture on production of compressed natural gas stations and related equipment.
  • Advising a Singapore diversified corporation on acquisition from Government of the Textile Plant, negotiating and drafting the Joint Venture Agreement with the National Bank of Uzbekistan, advising, drafting and negotiating US$ 75 million Investment Agreement with Uzbekistan Government aimed for construction and operation of first textile factory using high-end compact technologies capable of producing fiber of highest quality. Drafted and registered with the Central Bank of Uzbekistan two Facility Loan Agreements worth approx. US$40 million.
  • Acting for a World’s leading engineering company on establishment of the Joint Engineering Center in Uzbekistan, drafting and negotiating Joint Venture Agreement with Uzbekistan project institutes in petroleum and heavy industries, negotiating and drafting the Investment Agreement with Uzbekistan Government to receive individual tax and customs incentives.
  • Assisting a large Spanish high-speed train manufacturer on incorporation of a subsidiary in Uzbekistan and providing day to day legal assistance.
  • Conducting full legal due diligence of the largest beer brewer in Uzbekistan for a leading Turkish beer brewing company with the view of corporate acquisition.
  • Advising a large Italian company in drafting and negotiations of a Joint Venture Agreement with the National Holding Company “Uzbekneftegaz” on establishment in Free Industrial Economic Zone “Navoi” a joint venture on production of modern heating systems.
