Counsel at GRATA International Elena Kurchuk spoke at a meeting of the legal commitee of the German-Russian Chamber of Commerce.

At the meeting of the legal committee of the German-Russian Chamber of Commerce Elena Kurchuk presented the key changes to the legislation on foreign investments in strategic entities introduced by Federal Law No. 51-FZ of 8 March 2026.

The key conclusions are as follows:

  • Law No. 57-FZ (as amended) now extends to public production assets, non-profit organizations, new types of activities and affects related industry-specific procedures.
  • The most significant amendments concern subsoil use, fish product manufacturing and pasture-based aquaculture for anadromous fish species.
  • Requirements have been strengthened regarding preliminary transaction clearance, notification of ownership of 5% or more of shares or stakes and disclosure of information on the ownership structure of transaction parties including the transferring party.
  • Fish products manufacturers and companies engaged in pasture-based aquaculture in respect of anadromous fish species are required within a specified timeframe to assess their ownership structures and take actions as prescribed by the amendments.
