Elvira received her law degree from the American University of Central Asia in 2007. In 2009 she was awarded LLM in Business, Corporate and Maritime Law from the Erasmus University of Rotterdam in the Netherlands.

Prior to joining GRATA International, Elvira was a lawyer in a leading local wholesale distributor of home appliances and electronic appliances, where she advised on issues regarding corporate, commercial and labour law, as well as on legal issues related to the day-to-day operations of the Company.

Elvira has an extensive experience advising local and foreign companies on cross-border lending, procurement issues and other projects. She is an experienced advisor on subsoil regulation, obtaining subsoil use rights for the purposes of geological exploration and development. In addition, Elvira has experience advising on intellectual property (IP) issues, such as the registration of trademarks and protecting IP rights. Today she leads the natural resources team as well as the telecommunication and trade team.

Elvira speaks Kyrgyz, English and Russian.

Experience
  • Fresenius Medical Care AG and Co., KGaA on first-in-kind PPP project in the Kyrgyz Republic “Organization and provision of haemodialysis services in Bishkek, Osh, Jalal-Abad” (public partner is Ministry of Health) (ongoing – PPP agreement was signed on 15 August 2017);
  • Veon Ltd. (Beeline) on possible acquisition of local GSM mobile operator. Due diligence, Legal opinion, advising on bankruptcy procedure and licensing;
  • Coca Cola Bishkek Bottlers on acquisition of the land for production expansion. Due diligence of title and land ownership, owner companies, major shareholders, corporate approvals. Drafting agreements, surety agreements. Issuing legal opinions and memorandum. Advising on splitting of and requirements of security market law;
  • BOPA Pte. Ltd. in course of acquisition of 25% of shares of Kyrgyz major microfinance organization and 20% of shares of Tajik microcredit company. Subscription agreement. Approval of the National Bank and re-registration with the relevant authorities;
  • German transport conglomerate on acquisition of a Kazakhstan-based logistics company with a network of offices and operations across the Eurasian region. Due diligence, Legal memorandum. Advising on anti-trust clearance issues;
  • KazMunaiGaz Service on reorganization of subsidiaries in the Kyrgyz Republic and sale of assets (via tender). Due diligence of three subsidiaries, legal memorandum. Registration with the relevant authorities;
