For the purposes of customs control, goods are divided into foreign goods imported into the territory of the Eurasian Economic Union (hereinafter referred to as the Union) and goods of the Union.

By virtue of subclause 47 of clause 1 of Article 2 of the EAEU Labor Code, Union goods include:

1) goods located in the customs territory of the Union that were completely produced (extracted, received, grown) in the customs territory of the Union;

2) goods located in the customs territory of the Union that have acquired the status of goods of the Union or recognized as goods of the Union in accordance with this Code, or before its entry into force;

3) goods located in the customs territory of the Union, produced (manufactured) in one or more Member States from the above goods;

4) goods exported from the customs territory of the Union and retaining the status of Union goods in accordance with the EAEU Labor Code.

In addition, there are rules regulating the procedure for simplified recognition of foreign goods as goods of the Union - Article 16 of the EAEU Labor Code:

in accordance with paragraph 1, foreign goods that, by a court decision, are confiscated or converted into the property (income) of a member state of the Union, are not subject to placement under customs procedures, and goods for personal use are not subject to release for free circulation. The specified goods acquire the status of goods of the Union from the date of entry into force of such a decision;
According to paragraph 2, foreign goods, which, by a court decision, have been seized for the payment of customs duties, taxes, special, anti-dumping, countervailing duties, acquire the status of goods of the Union in accordance with the legislation of the Member States.

However, in addition to the judicial authorities, legal powers in the framework of foreclosure on property are vested in the bodies that carry out the functions of compulsory execution of judicial acts, as well as acts of other bodies and officials - the Federal Bailiff Service and its territorial bodies, which are granted the right to impose on individuals, legal entities, as well as public legal entities the obligation to transfer funds and other property to other citizens, organizations or the relevant budgets.
