Vladimir Komarov discussed the prospects for simplifying class action procedures in Russia at the round table of the Federation Council Committee

A bill aimed at simplifying the procedure for filing collective lawsuits in Russian courts was presented on September 30, 2025, at a roundtable of the Federation Council Committee on Constitutional Legislation and State Building. 

Vladimir Komarov, Managing Partner of GRATA International St. Petersburg, co-moderated the discussion and shared his experience in implementing digital platforms for collective claims, as well as the prospects for the development of this area.

The draft law provides for lowering the threshold for filing a group action to ten people, digitizing notifications about the possibility of joining a claim, and a flexible approach to drafting agreements on legal costs. The bill was approved last year by the Government Commission on Legislative Activity, albeit with certain remarks, which have now been addressed.
