Turkmenistan Digital Forum 2025: Participation of GRATA International Turkmenistan in the International Startup Forum

Ikbal Said Alauddin, Managing Partner of Hukuk Consulting, an Associated Office of GRATA International in Turkmenistan, attended the Turkmenistan Digital Forum 2025 as a panelist. The International Startup Forum, held on 13 November 2025, was organized by UNDP in Turkmenistan in partnership with the Ministry of Communications and took place within the framework of the TurkmenTel-2025 Conference.

The Forum brought together entrepreneurs, government representatives, development institutions, and innovation experts from Turkmenistan and several Central Asian countries to exchange ideas, build partnerships, and support the country’s innovation and digital transformation agenda.

Key highlights included:

• Presentation of the Roadmap for the modernization of the IT Park, developed by an international UNDP consultant;
• High-level panel discussions on startup financing, entrepreneurial education, and ecosystem development;
• Contributions from experts representing Turkmenistan, Uzbekistan, Kyrgyzstan, Estonia, Armenia, and Russia, who shared their experiences in digital innovation and sustainable development.

The conference program also covered a broad set of topics central to the region’s digital future, including digital transformation, the role of FinTech in advancing economic development, national communications infrastructure, and the creation of a supportive environment for startups and innovative enterprises.

As a panelist in the session “Building a Thriving Startup Ecosystem: Financing Startups in Emerging Markets,” Ikbal Said Alauddin spoke about the key legal aspects of establishing and operating startups in Turkmenistan. He emphasized that a clear and reliable legal environment is essential for attracting investment, supporting innovation, and ensuring sustainable development of the startup sector in Turkmenistan. He briefly introduced GRATA International and highlighted the firm’s commitment to supporting the growth and development of startups, emphasizing the importance of fostering a vibrant and innovative entrepreneurial ecosystem.
